Adwords Policy on Promoting Illegal Products

I generally stick to the organic land so I am not sure how Google Adwords handles this. I came across a new company that is using Adwords to sell their jewelry. This company has too high an amount of lead in their jewelry which makes it illegal to sell in the US.

I have already notified the government but I don't expect fast action from them. Since this is a new company and has no organic traffic, if their Adwords campaign was paused it would stop the sale of the lead jewelry.

Adwords policy talks about not allowing illegal drugs and other illegal items. But it does not address lead content. What is Google's policy on this?

I think they possibly work on a pay-per-'lead' basis :)
