I'm having the same problem. In IE I get kicked back to the Google home page, and in Firefox I get redirected to https://adwords.google.com/select/BillerUnreachable with nothing on the page. My ads are running fine, though, and I'm able to access my account using the AdWords Editor desktop tool.
Edit: I logged into My Client Center with my other account, and got this notice:
"Your billing information is temporarily unavailable.
At this time, we are unable to provide information regarding your billing information or history on either the Billing Preferences or Billing Summary pages. However, please note that you can still access information unrelated to billing from the menu at the top of any page within your account.
Thank you for your patience. Please check back soon for your updated billing information."
I think this is related to the inaccessibility of my main account (based on the "BillerUnreachable" in the URL I mentioned above).
