You can do this quite easily using the Adwords Editor. Just download the campaign into a CSV file... chop up the ad groups, ad texts, keywords, etc. and you can upload into another account.

You want to make sure that you don't lose any quality score that you've built up. Transfering using the AdWords Editor will lose that quality score. If you speak to Google, they should be able to transfer the campaign for you while keeping the quality score. They'll probably need an email from the named account holder confirming what you want to do.

I doubt if such a thing is possible, since the campaigns will be different, the customer ID's would be different and hence quality score will be recalculated. It cant be passed to a new account.

Sorry, I'm using campaign and account interchangeably. The account can be transfered while maintaining quality score, but the campaign cannot.
