I believe you need to initiate the closure under Account Settings >> Account Information >> Close Account.

Hi jbayabas, there is a cancel account link under Account Settings. When I click it it says on the next page:
|In order to cancel your account, you must fix the issues listed below. |
No account holds: Your account currently has a payment hold. Remove any payment holds.
That brings me back to my original problem i.e. not wanting to release into my old bank account.

can you not simply change the bank details to your new one on your OLD ADSENSE account. Then close the account? Why do you want them transferred rather than paid to you?

This may be a special case due to your country of origin. You need to contact google directly by replying to the email you received above. Have you done so already?
Or you can do what Blair suggested by just updating your bank details.

I can't do this because my new bank account is in a different country.

They say in their mail "We are unable to respond to replies sent directly to this e-mail address." I've tried posting on the Adsense Google group but no reply.

Thanks however I'm guessing following the directions in that link would cancel my old Adsense account but the earnings would still be sent to my old bank account.

Per google's instruction, they'll work with you. This form will give you a ticket ID, which you can reply for additional instruction or concern you may have.

Regarding the form I'm pretty sure I already filled out that when I began the process of changing country at the beginning of the year.

So when you filled out the form, you didn't received a ticket id? That's very strange. Google will only reply with an appropriate issue id. Are you sure thats the same form?
8 months is a long wait. Changing a country / closing account should not take that long.

There was no ticket id. I just assumed that after 90 days or so they would close the account. Quite confusing overall.

How does google know to close your old account when your new account is not connected with the old one? Does your new account have the same pub id as the old one?

I presume their system knows which accounts are linked in some way. I thought this part of their email implies this:
|For tax and security reasons, we are unable to change the country listed in your AdSense account. Therefore, you値l need to submit a new application with your updated mailing address and we値l eventually close your existing account. Once your original account has been closed, we値l transfer your unpaid earnings. |
The pub ID is different for the two accounts.

Their instruction is sure confusing. Since you don't have a ticket id, how will Google know that the old account is connected to the new one? Both accounts should be linked in some way (ie. same email, same payee name, et al).
How did you apply for a new account? Did you enter your old pub id? Did it give you an option that you're applying for change of country/territory?

Yes, I entered my old pub ID when I filled out the change of country form.

That's it. You entered your old pub -- that's the link to the new account. I don't think it will work if you just remove the self hold, you also need to close the old account. Check if there's an option why you're closing it (ie. changing country).
Anyway, even if your payment goes to your old closed bank account, it will result in payment failure and your money will be re-credited to your Adsense account. If that happens, you need to get hold of Adsense Pro through Adsense support forum so they can manually transfer the money to your new bank/account for you.
