If your site language isn't supported, there's not much anyone can do. You'll need to change the site to run AdSense on it.

Er, we're talking about a language with more native speakers than most European countries :P (I looked it up.) I think the bigger problem is that it's also got its own script, and it happens to be a script g### doesn't know. (Looked this up too. You can't search in Malayalam*, and the Google In Your Language program is pretty well defunct now that they've used up the languages they already know.)
Do the ads have to be in the same language as the site? Does g### need to know Malayalam to decide what ads to display, or can it get information from things like alts and metas that might be in English? You're in a state with a very high educational level, so I have to assume that most people with computers can read English. At least the kind of English used in advertising ;)
* For those who don't know: Stress on third syllable. No relationship to Malay.

'kay, but if Google says it's not supported, it's not supported the way it is now, and it's not going to run ads. Ergo, he may need to make some changes to the site.

Well, that's the question then. Is there something he can change? Other than throw out the whole site and remake it in English, which goes a little beyond "some changes" ;)
If a page comes in both English and Malayalam-- or any other "unsupported language"-- will they let you run the same ads on both?

|You can select your site's primary language during the application process. If you're approved, AdSense will serve relevant ads to your pages in the appropriate language, even if your site contains multiple supported languages. |
Please also be aware that placing the AdSense code on pages with content primarily in an unsupported language is not permitted by the AdSense program policies.
If there is significant content in an unsupported language, Google may not be able to tell if it's inappropriate content. They probably don't want to take the extra trouble to find out.
