| Best Practices for Site level Blocking

Has anyone played around and tested the site level block? Any results, tip, or tricks to share?
I've looked around it, but haven't blocked anything "site specific" yet.
Also have anyone noticed that for individual sites, it's reset to allow all categories by default? Could this mean our blocked categories no longer apply?
