It happens. I get image clicks as high as several dollars, and as low as yours. They run the gamut.

The two figures are not on the same linear timeline. You may be seeing 2 clicks reported and $0.01 reported but that doesn't mean you got a penny for two clicks. Think of it this way, if you own a store and at noon you counted 30 sales and then at 1pm you counted $500 it's possible that more sales exist to have earned you $500 during the hour difference in your own reports. The same applies the other way too.
Adsense doesn't report earnings and clicks from the exact same moment in time, I often see clicks with zero earnings and/or earnings with no clicks just after midnight.
