I think I've read that quite a few Pakistani sites have been rejected recently plus Urdu is not a supported language:

I would also suspect that Google has doubts about the origin of the content you are giving away for free.
To be honest, I wouldn't accept your site either.

I am honest and all of books are created by my hand,You download any book and check inside.Every book has my logo.Can make someone changes in exe formated book ? All of contents are original and I did not thift from other sites ( I saw my work on other site)
I am workng for 3 years on urdu exe books.I strated my work on esnips.com 3 years ago.Check this link.

"Mostly books are public domains and based on religion (Islam) other books I published with permission of authors and publishers to participate in my mission. But I don’t know exactly regarding English books. If there is any copyrighted English book, it is mistakenly. Can you recognize any copyrighted book in English books."

There's really no point in convincing use that your site is legal or not. Try to get someone from Google to be more specific on the reason. I doubt it's the content being legal though, Urdu isn't supported so Advertisers would not be benefited by having their ads on your site. Change the language.

well, this happens to me too. I had a blog, and google does not approve my adsense 'coz they told me I had a malicious content. And I have like little amount of data, mostly my portfolio and images. #*$!?

Here I was telling about Urdu books only.there are nearly one dozen or more books in English and I think all of are public domain.Because I have seen these books on many sites those have obly public domains.
I know my idea is bad,
I think I should make changes according google TOS.
