This sounds like AdManager. You can set a minimum CPM and run your own ads in the same slot. I guess they're just adding that directly to AdSense.... ?

That's a stretch to call that an announcement. There's an article on AdWeek [adweek.com] that provides more context for the statement. Rosenblatt is the former CEO of DoubleClick, which Google now owns. DoubleClick offers a service called DoubleClick Advertising Exchange [doubleclick.com].

A keynote at arguably the most important advertising conference of the year isn't an announcement? With all due respect, it's not a stretch. I'm very surprised you would suggest that it is when you looked up the facts yourself. As you can see from the quote, he called it an Exchange and it is linked to AdSense. It's definitely not the DoubleClick Ad Exchange known as AdEx which you and I are obviously well aware of. He would not mix his "exchange" metaphors. This will affect publishers all over this site and nobody knows anything about it. Interesting.
