I just happened to Google the thread title and found the job ad for the position overseas in Singapore, which explains a lot:

So, maybe I should email this person a question and see what happens... I guess the publisher base is getting very large.

We got that e-mail too. Guess this is to support and get feedback from the base below premium publishers but above the non-substantial earners.

We have been working with an AdSense account strategists for over 2 months now. Typically, high traffic and high income websites are assigned a Google employee who helps them with tips and ideas to improve performance (she even redesigned our template for us and suggested major changes in layout). While this person will proactively reach out to you, finally good publishers have access to a Google contact for support issues.
