I think jchampliaud has it right. The pack is available for me to put on my site and for downloading in Canada (in French) but isn't even mentionned in the help page when I click to the link beside the asterisk.

Sorry for any confusion! The blog post ( [adsense.blogspot.com...] ) is accurate -- Google Pack is now available internationally. Our referrals team updated all of our Help Center references to Pack referrals, but if by some chance they missed one, please let me know. ASA, it's a shame google being the only referal program in the world not informing the rates and only mentioning the best paying country rate.
Up to $1, Up to $2? Not clear, not serious, disgusting seeing $0.10 to realize that this is the rate for that other country. Why don't you show country rates?

I read the How much will I earn from referrals? [google.com] document in the Adsense help center.
It says this regarding Firefox:
| Your referral must be a Windows user, who has not previously installed Firefox |

Regarding Picasa it is also specific:
| The user you refer must be using Windows and not have previously installed Picasa |

The policy of the Pack is not clear.
If a user with Firefox installs the pack, do I get paid for the Picasa or not at all?
Is it a payment per pack or per product in the pack?

The Google Pack still isn't mentioned in the French help page and the configuration page says a referal is when a user from the United States installs it. What does this means? We don't get paid for users outside the US? The requirment on the landing page also says Firefox 1.0 is needed. How can that be?
