One of my info sites has a structure like this:

Product page -> gallery page -> one image per page (many such pages).
Each image has a short description and a Adsense unit.

The problem is that those (many) image seems to create big problems for my site with Panda and situation is getting worse since Panda 4.0.

I see traffic decrease each day for image galleries.

One solution is to use lightbox, but there is a catch, a big one: adsense does not run inside lighbox (the code is not loading), so I lose 25% of the total page views of the site!

What to do?

1. Actual situation: steady decrease in traffic and revenue = slow death in max one year.
The actual implementation = a lot of page views, a lot of page/visit, but low time on page, especially on the article page.

2. Risk to implement lightbox, lose 25% revenue, increase time on article page, redirect 301 from gallery pages to the article page => concentrate the focus on the article (content) page and hope for a miracle.

Are the pages with one image in Google's index? If so, do they bring in any direct traffic from outside? Also do the images themselves bring in any traffic from outside? Also, have you considered adding noindex tags to pages with thin content, especially if they don't bring in any traffic on their own?

They bring traffic.
