It's possible that the penalties have expired and the messages therefore no longer show up in Webmaster Tools. A turnaround of 24 hours on a reconsideration request would be pretty quick, so it's also possible this was an expiry as well.

I mentioned this happening to me in the thread about Google's latest algorithm update. Actually two of my sites had manual penalties that were automatically removed around the time of the algo update from about 2 weeks ago. My rankings/traffic from G has improved on both sites also.

I've seen a lot of this happening lately. (That's why I wrote the article for SEW). In many cases, the penalties that are expiring are ones that were initially administered in July of 2012. At that time Google really ramped up the volume of partial action messages that they sent out.
But it is a little concerning to me that I am seeing so many people who are saying that their penalties disappeared within minutes of them checking it. I've heard a number of cases where someone checked the manual spam actions tool and there was a penalty and then went to file for reconsideration 5 minutes later and the penalty was gone. The timing seems really coincidental. I almost wonder if there is some kind of bug in the system.
The good news is that John Mueller has said many times that if the manual spam actions viewer shows no penalty then there is indeed no penalty.

Totally agree with Marie.
One of my sites was penalized in July 2012 with a partial match penalty. I filed 6 reconsideration requests removing as much as 80% of the links. But the reminders of the backlinks were made by scrapers who I could never get in touch with. So, they kept rejecting my request.
So I gave up and left the site alone to the small amount of traffic it gets from Yahoo and Bing.
Today, while checking my other sites in the WMT, I took a look and noticed the manual penalty warning was gone from the site. So, it seems like the penalty has finally expired.
Let's see when and if there is any noticeable recovery. I highly doubted since I had to remove almost all (even the good ones - after the 4th request rejected I basically went in to delete whatever I could, lol) backlinks.

I had partial match expire in 12 months +- couple of days, with no action on my part.

After reading this thread i think to gonna check my 3 sites for penalty. All of them got penalty in May/July 2012 and for all 3 websites i got right now:
No manual webspam actions found.
For one website i filled 2x reconsideration request without success and now penalty is gone.
I think that Google should send message via WMT to let us know when penalty was lifted. Same way as they send message about penalty 2 years a go.
