Following up rejected reconsideration request for manual penalty

I got a reply from google after manual penalty and reconsideration request (I previously disavowed tons of links and domains, and removed what I could)

But got this

Google has received a reconsideration request from a site owner for (site)

We've reviewed the links to your site and we still believe that some of them are outside our quality guidelines.

Sample URLs:

I'm working on removal of those sample's url and others and disavowing those particularly.

Does that mean that some human considered my reconsideration request? or is it automatic?

Must I send another reconsideration request?

Sounds like you'll have to make another request after you've done the work.

In the sample urls they send a link I couldn't find in the table downloaded from google webmaster tools... is there another way to find out ALL links instead just those?

No, theres no way to get all the links, the list they give is the best you can do.
(You can look at the other sources of back links, but theres no way to know if those links are also known to google)
basically, you just have to iterate through the process :(

I've gone through this 4 times. Each time Google finds more craptastic links someone built to my site. I don't know if we'll ever get out from under this manual penalty because we look at 100,000 links, disavow the crappy ones and Google finds more damn links.

I'm in the same situation as you for a couple of my sites. Penalised in March 2012, 5 or 6 failed reconsiderations later and rounds of disavows - Google are still finding links - even an IP address URL linking to me AND a link added inbetween reconsiderations! None of the latest samples appear in GWT's link spreadsheet. The good news is that I'm caring less with every failed reconsideration - these sites are still alive and healthy after over 2 years of Google penalties.

Our traffic nosedived 35% with our manual penalty. I need to get rid of it but dear lord how!

According to Google, every single reconsideration request is read by a human.

I find that this happens when I'm doing penalty removal for sites that have been involved in manipulative link building for many years. Google makes you work hard to clean up the bad links made.

Make sure you're using links from both the "sample" and "latest". Also, re-download the latest links as there may be new ones in there. Sometimes it helps to use ahrefs (paid) and majestic (free for your site) links. And sometimes you need to do some creative Google searches. For example, if Google gave you press releases as example links then search for the text of one of those press releases in quotes and you may find several more that are not listed in GWT.

The other thing you can do is see if you have a list of the links that were made on your behalf. Sometimes if you can track those down then they are a goldmine.
