Penguin is generally believed to be an attempt on Google's part to algorithmically detect efforts to boost a site's rankings by techniques such as artificial content optimization and artificial link building with targeted anchor text. Some Google employees have suggested that in many cases escape and partial recovery might be achieved by undoing those efforts. In particular, content can be de-optimized and artificially-built backlinks can be disavowed and/or removed. Some webmasteres are also disavowing spammy and suspicious backlinks that a site has attacted on its own in case Google's algorithm mistakenly takes them into account.
