I was wondering if a news site hosted in `sites.google.com/site` can be included in Google News. and, can it still be included if the editor is one person or tow people? (google news teams expects the /Staff page to have a bunch people in it).

The first question is -- will it meet all of the normal requirements that any website must meet regardless of where it is hosted? If the answer to that question is "yes", then it seems to me that Google would be unlikely to reject it simply because it's hosted on their own servers. Of course I don't know for sure.
btw, did you know that you can register a domain name and use it in place of sites.google.com/site. There's a way to do it using what's called a CNAME (canonical) record
