Hello, After 2011 I had problems with google such as Panda and at last manual penalty, I have started working and made all changes to give quality to my site I have changed design, working with page speed over 97 score removed advertisements and left few of them, changed site structure,removed small pages and pages which was not interesting to my visitors, rewrited 5000 pages, I'm doing daily updates, removed links and sent documented to google at last my manual penalty was lifted, corrected all redirection and error 404 pages, corrected all duplicate content, used rel next prev for categories used rel="canonical", added schema.org and tested,deleted all broken links, installed mod_pagespeed, configured apache ngnix,removed link to us page, made full, full audit of site, it's faster then any my competitor, but any way I'm losing visitors from google every month, now I think I was filtered by penguin, I'm working with this site over 7 years now and working very hard to make it popular I'm doing everything whats possible and what i listed is smallest things what I have done, to give visitors maximum pleasure, I was thinking that to start from empty site but my work is hundreds of sites with my link for viewers this is flash content this also count but this is not made for seo, also I have many high quality links which I have not bought or anything like this, so please suggest what can I do I have now really quality site but same links and past destroying it, please suggest anything ?

In your long list, without punctuation, capitalization, or paragraphs, the above jumped out at me. If you're saying that your site is Flash content, it's likely that an all Flash site might have problems with Panda.
While you talk about technical issues, you don't mention content quality.
I have no idea whether the quality of your post says anything about the text content, if any, on your site... and I don't mean to be inhospitable... but if it's anything close to the same level of readability, that would certainly explain a lot. And it's not just about language... it's also about presentation.

Hello, thanks a lot for replay, it's include flash content but it's html normally with texts and links, in flash I have games it's gaming website.
To give more information I have made crawler in php and crawled full my web site to find broken links, broken redirects, bad error 404 pages, I have checked all pages using Levenshtein distance i made program in java so it's calculating overall percentage of match and because of that removed some blocks which was duplicated and changed many pages now they are 5% duplicated or less because of main menu and logos, whats about inner pages reviews and games it have over 40%, now I have started to make experiment to use this soft and check other sites percentages.
I have remove all thin content and checked all pages for grammar errors and syntax errors, my site is open to submit content but I'm rewriting even user submitted reviews.
Whats about links - I have downloaded and coded crawler which was determining quality of page and type (blog,comment,signature,forum,directories(phpld) and so on), used several sources to get link quality(Open siteexplorer, ahref,majesticseo,cognitiveseo,link detox) and I was sending emails and using contact form to contact them and remove my link but I don't had success, I have removed over 50% of bad links or more, but other ones are left.
I have made more work this is simple ones but now even penguin beat my site, so I'm thinking what to don't had any improvements in 2 years only losing traffic from google and losing.
Maybe some one have same situation, I don't want to lose this site and I'm working hard this 2 years.

Maybe it would be better to have less quantity and more quality. A hack writer turning out a new dime novel every three days isn't likely to write a great classic.

It's not articles it's small review of flash content submitted by users and it's more then 250 but not too much, all my competitors have same way

Then maybe you should do something different. Your site doesn't deserve any special attention from Google if it's like all the others.

I have different content but it's impossible to write large articles it's not needed and it's not possible for my genre of sites, like video sites you can have review but not possible to write 1000 word articles for all videos, it's about video content same is at my sites

Instead of making your site the same as others, you should find ways to make it better. Unless it's better, you shouldn't expect to get a lot of traffic from Google.

User-generated Flash content plus user-generated reviews... that's still a really difficult ranking proposition.
Sounds like you're very tech savvy. You should be measuring user engagement on your pages, and cull the pages that users don't seem to like. Also, be careful of any empty pages.
I think that categories and community in a site like this are both very important towards making it work.
Engagement with your Flash content is essential, since the search engines really can't see the content. There are some amazingly good Flash game sites on the web... but they're usually the product of brilliant designers.
Frankly I'd do more than rewrite some of the reviews... I'd also add short text intros to the pages that need them. If the site's in English, you probably need a native English speaker to do some writing.
But it's user engagement that will make or break the site.
You might use social sites like Twitter to let your community know when you've got, say, a new game... and you also need to give your community lots to do on your pages. You need to come up with some really creative solutions, targeted to the kind of audience that you have, and then do everything you can to promote it.
Re linking and Penguin...
...You've got to be very careful about the kinds of motivations you give users for adding their Flash creations. One problem you can run into with user-generated content on a site like this is that some users will try to build backlinks to their own stuff, and this can get very spammy. I'd be curious if anyone has thoughts about how to handle this problem.
