do a search for that keyword phrase and see what the top 10 urls have.
that might give you an idea on what google likes.

Why not just /jobs/secretary.html ?

The problem with that URL naming is the fact that you would be repeating the word jobs over and over again.

From my assumption, the other pages would be:

/jobs/assistant-jobs.html
/jobs/designer-jobs.html

Might be a good idea to just take off the 2nd 'jobs'

I think that overall this is a really really small seo thing...but, I'd be tempted to do
/jobs/secretary.html
as well.

if you do this:
/jobs/assistant-jobs.html
/jobs/designer-jobs.html
and if your that specific on the little seo things, you might flag yourself for being over optimized...ie,
if you page is /jobs/assistant-jobs.html and your internal link to that page is "assistant jobs" and your H1 is "Assistant Jobs", and your keyword density is really high for "Assistant Jobs"...etc etc, sometimes, in these days, it's best not to be "perfectly optimized"...for that is "over optimization"
