So, let's forget about "right" and "wrong" or "better" and "worse" and look at what the algo is ranking better for a minute.
Is it the better site or the more concise site that's ranking? What can you do on your site to match the algo better?

I decided to request reinclusion, I didn't have much to say other than you banned me for some reason I am not aware of. I cannot fix a problem I am not made aware of. Compare the content quality of my site against what is ranking now.
Tomorrow i am registering a new name, and building another website fresh. I am really bummed out over this, but I guess google runs my business and I get no say in how successful it is.

Have you thought about maybe sectioning your pages into say 4 "categories" for lack of a better word with separate heading and page fragment links to make it so visitors including search engines can find "smaller chunks" of more specific information?
So, maybe something like
H1 = Main Topic
Text is the Abstract/Overview
Fragment links to the subsections.
H2 is subsection 1
H3 is subsection 2
H4 is subsection 3
H5 is subsection 4

I noticed today all my old rankings are on page 31. still the wrong page showing, but thats where i sit for everything.

Uh, that means you might want to refer to the Google -30 & 950 Penalties [webmasterworld.com...] generally linked in the Hot Topic Area [webmasterworld.com...]
The thread deals with -30 places (position 31) not page 31, but if you're seeing a blanket-drop to a specific page it might be a good place to start looking.
