I am asking this because even if we talk about so much other things, end of the day, we are only building links to our webpages. Sometimes we getting the links for free thorough bookmarks, comments, directories that will fade away as time passes by.. or through paying some amount we are getting the links. So is that all about how many links I am getting? And about the quantity Vs quality of links, do I still have to run after web pages that have PR more than 3? Or I can links from the low profile websites also? Because I am seeing some people out rank others by simply doing the link building, doesn't matter if the PR is high or low. Your suggestions and thoughts would be a lot helpful for me. Thank you.

Old school SEO where the most links won, has long gone and can actually have your overall site health badly compromised, if not totally removed from the index. Google see's this type of thing as manipulative and although there are reports of folks gaming the system, sometimes with links, it looks like Google has a good handle on how to deal with sites in most verticals that matter, that do it. Historically and again generalising , heavy link building was only required in very competitive verticals. But only strong branding signals saved the most heavy users from penalties in more recent years.

| if the link provides relevance or valuable traffic, it doesn't really matter what the PR is.
