It means what it says. You had a big traffic change. Big traffic changes tend to be more common around special days like Christmas, Mother's Day, Super Bowl Sunday, etc.
You should look at your analytics for more details to see what went up or down. Look at what urls, keywords and conversion are impacted before you decide to celebrate or cry.

Look at WMT/Traffic/Search-Queries, and then select Top Pages / With Changes.
If you see major changes, it means your overall ranking has changed.
If not, you are OK.
Also, compare Bing/Yahoo traffic changes to Google's. If you see the same traffic trend, you are OK.

Did you get the message on Christmas eve, or did you get it today? I received a message a few days after thanksgiving for one of my top urls for a traffic decrease. I could tell by looking at my analytics and GWT that it corresponded with the holiday.
With the way Xmas and New Years fell during the week this year, I am not planning on seeing our traffic jump back to normal until the 2nd or 3rd of January.

I received it today which is why i thought that was strange. I can see I was effected by the panda refresh on the 21st so im sure this plus the holidays helped with that, but I still thought it was interesting that they sent out a message for it.

I got the same message a day earlier, however I had a valid reason - my hosting company recently moved my server and changed all my IP's, then I had done a trial of a CDN that require a nameserver change, I wasn't thrilled then switched back, so another nameserver change - 3 in one month, so Google spanked me hard! Traffic came back up on the 26th, but historically, that is expected in my niche.
