| Exact match domains impact on subfolders

For example if I a folder called widgets-near-city/ and I'm targeting the phrase "widgets near city" would I be punished in the same way ? msg:4521602 | 3:00 pm on Nov 22, 2012 (gmt 0) | Since the problem Google is addressing is "low quality" exact match domains, I'd say some of the same logic might slip into sub folder names. I have notice less and less of a pop in recent years simply from using keywords in the file path - it depends more and more on other quality signals, especially the topic or theme of pages on other domains that contain backlinks.
