Do Links From Pandalized/Penguinized Sites Hurt?

Example:

There are 3 sites (A, B and C) and all are related. Site A and Site B were hit by Panda and Penguin, respectively. Both of those sites link out to Site C. Will those links hurt Site C in any way?

IMO, no the links won't hurt. I do believe they may pass less value than they did pre-penalty ...which might seem like Site C has been hurt by them IF those links were supporting its rankings.

Proportionately Yes but if the volume is far less then it can be overlooked due to diversification.
