I was wondering is article submissions still effective method to help increase backlinks and search engine rankings for keywords after Google's latest penguin/panda algorithm updates?

Some use, but it's very limited, in my opinion.
Article submission's value is nothing like it used to be - probably because it's all under the control of the site owner. More and more, Google is looking for signals that AREN'T controlled by the site itself.
