| Unnatural Links Penalty - Timed-Out?

In a video by Google's Matt Cutts he states a manual action penalty
would normally be timed-out.

He states for thing's like "keyword stuffing" you could expect a 30-day manual action.
So let's say you have an Unnatural Links Penalty, your whole site is being effected and your rankings have tanked.
How long before this is "timed-out"?

Well, it sure seems to be longer than 30 days. I don't know that there's enough experience out there to come up with an answer.

I have found that my penalties time out around the three month mark... if the site is not cleaned up enough I will get another unnatural links notice at about the 3 month mark.
I also found it interesting that quite a few people were reporting recently that they were receiving unnatural link notices that were timed to be pretty close to the 3 month mark from when the first penguin run took place. There was a second penguin a little over 2 months ago, lets see if more of those notices go out later in August? I have a feeling there will be.
