Today I am seeing some (3) referrals from "Rater Hub". I did a little searching and it looks like this is a manual review or quality rating outsourced from Google.
All the posts I found are back from 2005/2006 and I don't see anything recent. Does anyone have more information about this?

I assume you identified these via eval.google.com. What did they appear to be checking on your site?
Your question is extremely general, so here are some general references. First, a couple of prominent discussions we've had on WebmasterWorld....

And a recent video from Matt Cutts, which should help to dispel a lot of the common mythology about how directly these reviewers influence rankings....

I also received a visit from them a few weeks ago on a Penguin-hit site, which I had submitted to the "false positive" form. Did you do that by chance ?

Thanks Robert. This is the URL string http://raterhub.com/evaluation/rater/task/..... and no I didn't submit a false positive form.
