I am very careful about posting these but we need to find out if a long ago penalty was lifted from our sites or if everyone is seeing a page rank update?

We have 100s of city websites. All separate domain names.
As of today our page rank wen from an average of PR 3 to PR 5.
I believe we had a penalty lifted since I am not seeing chatter from 1000 other members here?

Thanks for any responses.

If a penalty is lifted, then normally the Google rankings for the main keywords will improve and traffic will increase significantly. That's a better indicator than toolbar PR.

True, but our PR changed significantly today. I am guessing from the silence of others, PR did not change for anyone else?

To be repetitive, as aristotle indicated, traffic is a much better indicator than toolbar PR. Are the sites getting significantly more traffic today than previously?

Toolbar pagerank updates daily, but only for a small percentage of sites. This in contrast to how Toolbar Pagerank used to be updated batch style quarterly. Less trusted sites may have to wait virtually forever to see a positive update.

Toolbar Pagerank still updates more or less quarterly. You can confirm this by listening to Matt Cutts spell it out here [youtube.com] in a recent video.

For sites that see their Toolbar PR chagne outside of the regular updates, if the Toolbar Pagerank turns off or suddenly turns on then that's more likely the result of a site coming in or out of a penalty (either automated or manual), which may or may not affect traffic.

It's still updated more or less quarterly, as explained in the above video.

If that was still true, surely since last April 2-3 batch style updates would have been observed and reported on the various forums?

In contrast, I would suggest that most of the reported updates since last April have been sporadic.

I run a small forum, and I have observed new threads going from PR N/A to PR 0 once per month quite consistently (plus or minus a week or two).

The same has happened just now, the morning of January 11. I can see new UGC, which is as recent as January 7(!), already PR 0 (not PR n/a).

PR that affects rankings is calculated internally by Google - and on a continuous basis. that's what affects rankings, not toolbar updates to the publicly visible PR.

most of the reported updates since last April have been sporadic.

Yes - and that's getting more and more mysterious as time goes on. Google's JohnMu recently gave us a hint that a more widespread update may be coming soon:

Given the time since the last update, I imagine you'll start seeing another one in the near future.
