Google Custom Search - customizing based on keyword?

We purchased a Google Custom Search for our site.

Is there a way to define what appears in the SERP? For instance:

If a user searches for keyword 'webmaster' direct them to this page and this page only ...

The closest you can come to that kind of control seems to be what Google CSE calls "Promotions":

Custom search promotions allow you to create special results that appear at the top of the results page and define the search terms for triggering those results.

[google.com...]

It's just the "this page only" part of your wish list that isn't included.
