Does Page Rank Increase Over Time

I have a question about page rank.

1. Does it increase over time ? with time being a factor ? or is that only for new sites ?

The reason i ask is that many older sites have few links yet have a higher page rank (according to google toolbar and was wondering what if time was a factor as my site is new ? )

For individual sites, it increases over time as you get more links.

For the web as a whole, it slowly decreases over time as more and more pages come online.

PR seems to decrease over time if the number of inbound links remains constant.
