The trouble in deciding whether it's a PR penalty or just an error is that Google's PR demotions often seem to affect the toolbar only, with no change in ranking. That seems to mean there's no change in real, behind-the-scenes PR. In other words, it's a way to hurt people who are "selling PR" by scaring away customers with a lowered visible PR. If your traffic doesn't take a dive, then it could be either a toolbar bug OR one of these "window dressing" PR demotions -- and there's no easy way to tell. You may be on to something with coop weight from DP. Maybe others in a similar situation will add to the thread.

"some links exchanges" could also mean trouble if these websites had bought links from others and now Google is wrongly concluding that you too sold links to them. If I were you I would take these links out and submit a reconsideration request to G.

The link is on the bottom right side of the Dashboard page in your Webmaster Tools account. It's easy to set one up if you haven't done it already. You give Google almost no information (an email address, basically) and you get to see a lot of information that they already have about the sites that you validate with them.
