Maybe Yahoo is focusing on paid inclusion because its got more skin in that game. Maybe Panama was a bust. It certainly did not make Yahoo Search the leading PPC program. At any rate, I don't think Google would ever take that approach. I think it would clash with Adwords and they dont have the room for paid results as it would take another piece of organic search results off of page 1. IMOP
