why don't u put the site up for review and let others take a look could be bad coding getting the bot trapped could be anything without knowing or seeing the site it is impossible to tell you anything

1) this doesnt necassarily mean you arent being penalized if you are doing something egregiously against the rules.
2) Yes you have to pay.

I don't believe I am penalized. As our site still rank in the first page for some keywords.

Correct me if I'm wrong, but I don't think there's been a general toolbar pr update since April. Makes you wonder if Google is trying to de-emphasize tbpr. I have a number of sites constructed around February/March, 2007 and none have tbpr. I used to be able to get a pr3 without breaking a sweat within about three months.
That said, many of the sites are doing just fine ranking-wise, considering their relative infancy.

Same as Go60Guy for me but it applies to new pages on an already established site. Exactly as you, I could almost guarantee a PR of 3 in a couple of weeks if I published a good article. Up to a couple of weeks ago all the pages had a grey PR then suddenly they got a PR of 2 or 3, although some still remain grey.
I would ignore the PR and concentrate on the SERPS. If that's OK then forget the PR.

yes, get rank for some key words and get some traffic.
But no so much as before........just 1/10 of former traffic...

You probably have pagerank, and google knows what it is they just haven't updated their database that the toolbar reads.
Google has been quite slow at updating the database where pagerank comes from this year. If you do a search on Google for TBPR update, you will find some sites there that track when this database is updated.

TBPR = Tool Bar Page Rank
It's what the public sees in the PR bar on the Google tool bar. It's not updated very often, maybe 4 times a year, so it can be very different than the actual PR that G uses to rank any given page.
