I doubt, that this is your problem, or your only one in any case. You've lost trust with google, you need to win it back. reinclusion, needed to address all the problems, not just some. be harder on yourself.

To get this message means that you are doing something outside the guidelines. That could mean sneaky redirects, link farm links, hidden text and other obvious guideline violations. If you do not show Google that you changed they will not lift the ban. Also if your website is on the heavy SEO side think about keyword stuffing, pages with different titles and very little content etc. Hope that this helps.

To receive this sort of penalty, you probably did something more than "excess Alt Tags & Meta keywords". Brian

I can imagine how you feel, right now. I was in your shoes, not too long ago. I felt really bad, especially when one was happy to be making some money with adsense. Anyhow, one thing I'm yet to be sure of is if Google would restore a deleted account. A camel would first have to pass through the eye of a needle.... Give it a fight, one can't be sure when miracle would play out.
