How to ask Google about penalty?

I think that one of my websites was penalized. I can make reinclusion request of course, but I'd like to know 100% was my website penalized and why.

How can I ask Google was my website penalized or not? Is that possible? Will they answer why it was penalized?

for sure not always,im certain my site is out the index
but in wmt it only says : no sites indexed atm.

What did you do anything? I have a similar problem - like my site just fell into a black hole

I can see this in Webmaster Tools:
Pages from your site are included in Google's index

Does that mean my website was not penalized?

Antoine, I think you are mistaken.

There is no penalty notification within Webmaster Tools.

You will, however, be able to tell whether a site has been removed from the index.

But Google stays mumm on penalties.

Alexey9, what you first need to do is to go over your site with a fine-toothed comb, paying particular reference to the Google Webmaster Guidelines aka The Holy Scripture.

Figure out what sins you might have committed, make amends and then go in and make your confession via Webmaster Tools - reinclusion request saying what you did wrong and what fixes you applied.

Who knows whether you will get an answer. I don't. Others sometimes do. Get on your knees and pray, dude.
