Google Favouritism for Paid Links!

So after the recent earthquakes in the SEO world I was trying to do some research and typed in the words google seo in google.com.

I was surprised that the first result that came up was an advert pushing directly paid placements down people's throats:

Be on Google 1st page - Google Advertising. Within Minutes.
Instant traffic. Instant results.
Getting Started - Pay Only for Results - Targeting Top Websites

Is this where we've ended? Google flaunting how to easily rank first (after paying them $$$ of course). On the other hand we are continually told by Google that paid links are a no go and will lead to de-indexing/penalties. But Google doesn't have any authority to police the web - so perhaps its just money in the end huh Google!?

Google has practically reset the results on its engine blasting out a lot of legitimate businesses out of its organic seo so that it forces them to pay for placements if they want any visibility at all. It doesn't give a damn that these businesses are losing their livelihoods. It pretends that its the police of the internet instead of delivering the most relevant results. For me Google is now blatantly evil and authorities have to look at this or we have to get together and launch class action suits here.
