rss on a standalone machine

for testing purposes im wanting to run a rss feed from a standalone machine (my laptop), ive just done some quicktests on my main machine and it doesnt work, and im just wondering if this is possible or if it isnt is there any way to run a rss script without having internet access

im using RSSReader 1.0.88.01 from rssreader.com

Firefox and the extension Sage could read a local rss feed.
Mozilla / Seamonkey with the extension Multizilla can do it.
Opera or Safari will do that without any extension.
Not tested, but Maxthon or Deepnet Explorer are said to allow it.
