Hi,
How can I use txt meta tags in my website so that I get high search engine rankings. I want my site to be in the first three at Google.

How can I get high search engine rankings.

Your robots.txt file has nothing to do with your search engine ranking. Robots.txt is simply a text file that either allows or dis-allows robots from indexing your site.
