| Foreign script page-names possible on Apache?

I have a foreign language site using non-Latin letters for which I am trying to use page names in that language so that they are more meaningful to users, but I get a 404 when I try to call up that page. English pages on the site are working fine.
I have seen such mixed-script done on Wikipedia which to the extent I know has the same server architecture, so I am wondering what needs to be done to make it work?
