If you put your 'global' .htaccess file in a directory that is 'above' your websites then you just need to use RewriteOptions inherit in each sites' .htaccess file (if a site has no .htaccess file then the 'global' file is used by default).

Is there any way to do this without using a .htaccess file? I prefer to hardcode my stuff in the configuration of the server.
