Time to start avoiding JavaScript when designing sites?

With the proliferation of pop-under ads, I'm beginning to sense that my general surfing experience improves when JavaScript is disabled in my browser.

At what point will such ads cause significant percentages of surfers to disable JavaScript?

If and when that happens, how will sites that require JavaScript fare in this new environment?

Interesting point. I also sometimes browse with js and images turned off (for faster download) and only enable those features when I hit a site that interests me.
