What features do I need?

I'm about to buy my first PDA and am confused by all the options.

These are my requirements:

- Synchronise Outlook with my PC
- Take notes in meetings
- Connect to web/email when on the road
- Add satellite navigation system

I am looking at the Ipaq H3950 and the Navman or TomTom software.

But the main thing I'm confused about is how it would connect to the internet. I'm not sure about all this Bluetooth and Wi-Fi stuff. Do I need to connect via a bluetooth phone (my current phone is not bluetooth) or can I hook it up to the phone via a cable? What's Wi-Fi all about? Can the PDA itself not connect to the internet without the use of a phone?

Any help appreciated.
