Interesting that this took place in Marseille. If anyone is familiar with the French national anthom, (La Marseillaise), the first line (which is repeated several times throughout the anthem) is: "Rise Up Sons of the fatherland, let's stand!" Seems to me this fellow is simply being patriotic! :) (added) ... Or perhaps he is planning a new revolutionary war and doesn't want his boys to be too soft on the enemy.
