The figures are kinda misleading. There are many on here getting higher than the quoted figures, yet still aren't premium publishers. More often than not, you are invited to be a PP, rather than asking yourself.

But where in Adsense's page do I find that info?

MyGen was invited to become premium publisher and he did not have 20 million page views or so. Listen to his advice, he is knowledgeable on this topic.

| You don't, it's invitation only. I wonder if it's by a minimum percentage of one's niche sector?

MyGen if you are a premier publisher and if it's not against the TOS, could you please elaborate what it entails? Thanks.

| From what I've read here and there, as a PP you get your personal adsense assistant who will help you in getting the best out of your adsense experience. And you also get more freedom in editing your ad formats, like custom block sizes and font size. I could be wrong though.
