That means you just cant have adsense ads on pop ups or unders...but you can have actual pop unders with lets say a free screensaver ad?

Technically, yes. 5 pop-ups or pop-unders per session are acceptable to Google, but the question is do you really want to use them and annoy your visitors?

I dont know if i want to use them yet...just testing something...if traffic goes down i wont use them, if income goes up and traffic remains i will use them. Just trying something new.

IMO if you rely on repeat traffic it's an especially bad idea. It's hard to quantify the effect because it takes months for link/traffic patterns to to emerge, but everybody hates popups and popunders and that's a good enough reason for me not to use them.

I agree with jomaxx. My top 2 competitors have pop-ups and I've been dieing for a while to add a slogan to my site something to the effect of "Nothing pops-up unexpectedly here" but so far I have taken the high road...
