A friend of mine recently applied and was approved. His site is very new and has NO traffic to speak of.

My brother signed up and all he had was generic forum software on a domain and he was approved.
I talked him out of the forums and into product reviews, and he's doing better every day now!
so no, traffic was not a consideration, besides, how could they tell?

Nope, they don't check - my site was approved today, and I've only had 1 visitor (and some search engine spiders) apart from myself (It's a very new site, I am aimimg for somewhat higher traffic...).

I signed up thru my (free) Blogger account.. not only did i have 0 vistors, but i had 0 content - but they still approved me within a day or so..
I think that applying thru Blogger.com (owned by Google) makes it easier.

Yeah, no traffic checks. And when you have an account you can put on new pages/sites, even if they don't have any traffic at all. I remember a "diet widget" site I made that the first "real world" page impression (by me, testing) got good ads already.
