best CMS for designers
most visually customizable

I recently discovered LiteCommerce (made by Xcart) - what a dream compared to osCommerce. So much easier to customize everything. Now I need a great CMS to match. I've tried phpNuke, Mambo, and a few others and they were all problematic. I want one where the visual code and the programming code are separate such that I can completely customize it visually, with precision, without tearing my hair out. A lot of the CMSs seem to have all these unnecessary features and none of the necessary usability. And of course, I'd like it to be at least somewhat search engine friendly.

Any ideas? My budget is $200, ideally less. I would be using it for small to medium size sites (ie it doesn't have to be enterprise-level or whatnot). Recommendations?

<added>to clarify: I'm a designer, I need a CMS that will allow me to create a gorgeous website and when I'm done for my client to be able to add to and edit it with WSIWYG online editor. I need the client ideally to not be able to change the styles or visual look, only to add content.</added>

I'm really loving Articlelive by interspire.

It is really new and still has a few bugs, but it has an amazing template system so pretty much everything is customizable.
