Overture also has (had?) a Canada specific PPC in French only.

I waited years for Overture Canada, so I could do some canadian geotargeting, but they only allow french sites. The fact that 80% of Canada has english as its primary language, sort of torpedoes geotargeting for Canadians

am assuming you have exhausted Google Canada?

You can geotarget by Google Canada, however most Canadians use Google.com
Population and net usage wise, you would expect 1 Canadian for every 10 americans between google.ca and google.com, but it is more like 1:100 ratio.
