I had exactly the same question a while ago and it took me ages to get the answer from Google but finally they answered the question. Do a search on www.google.co.uk for your chosen keyword. Then add &gl=US to the end of the URL that is in the top of your web browser and reload the page. You will now see the US targetted adwords adverts appearing on the right hand side.

What's working for me: Go to Google.com. You will be redirected to Google.< your country>, but there is a link to Google.com saying "Google.com in English". Once you do this Google memorizes this in a cookie.
