Hi, I have been searching high and low for the existence of effective Pay-Per-Click search engines in India, China & Singapore. Having found none, am i safe to assume that there are none? Many thanks.

IdoFind.com is an Indian pay per click search engine I think. Never heard about it though. Found it using the keyword "India pay per click search engine" at Google! :)

why not use google Adwords and limit your campaigns to only those countries (or languages)?
