when i try bidding on a term ,overture says the min bid is 10c
but there are bids less than 10c on overture on many keywords. how does this work?

The bids under 10c were grandfathered when the minimum bid rose to 10c a couple of months ago. Anyone who has a bid below 10c can keep it (until Overture decides to change things again) unless they want to bid 10c or more.
